A small update to fix certain flags I have missed or felt did not suit. To install copy and paste the GFX folder into the Victoria 2 Directory (C:\Program Files (x86)\Steam\SteamApps\common\Victoria 2)

Napoleon III Flag Dose Not Come up in 1861 on the POD NOD.
If you want I will release an optional file for certain variants of flags which will include the Napoleon's personal flag
