Apart from Free Loadout set for the faction, The loadouts that requires points or rank can be reduced in ''quality'' if you loose terretorial points with Resources, Scientific points.
So in short:
IF you loose territory with Resources = You loose your ability to uppgrade Units RANK skill
If you loose Scientifc points = you risk of loosing the quiality Loadout set for your units (Armor, weapons etic)
If you loose a Territory for population = You loose your Faction numbers, Fighters that is.
You may ONLY use 3 cards, as Faction Loadout set. So choose the combo you desire. And support it if you want to keep the combination. If you downgrade your loadout because of the loosing points, you may replace the card with the FREE faction loadout set. Untill the time you want to upgrade again to better stuff once u get back on your feet
