The team behind the mod Police Brutality (https://www.moddb.com/mods/police-brutality/) is in a dire need of programmers.
The mod runs on the Orange Box release of Source engine.
All of the code we had so far has been trashed, so you will work from hl2ep2's source code.
What we can offer you is a position in a team, where you get to work with not very experienced, but still very talented people.
As for the skill level required: You should be able to do quicktime events into Source. The hardest task you would face as a coder for Police Brutality would probably be implementing realistic hand-to-hand/hand-to-melee-weapon combat animations for the playable character (we call it "Brawl Mechanics"). Now, we know that can be quite hard, but we would like this to be in the mod. Most tasks will not be that challenging, though, such as adding weapons or coding iron sights. If you are capable of doing that, we will welcome you with open arms!
