So can I download this and then put it on a USB chip and then put it on the PS4 or is this stuff just for PC?

Could someone explain how to get .rar files work ? I've put this mod and a few other .rar mods in the correct location but the mods won't work

You need to extract the .pak files out of .rar folders, it won't work the way it is
Use WinRar, it has a free version available for download
