To install, extract the zip to the root folder of the game you want to apply it to. Unzip it to Source SDK Base and it will be the default skin for all mods!
Example unzip path:
SteamApps/account/Half-Life 2/hl2/
What about the shotgun Combine trooper in Episode 2?
You'd need to customise its VMTs for that. I've not looked into it yet, but there don't _seem_ to be any changes to the UV map.
