Im quite sure this is just a port of beths mesh,
trust me I've played enough fallout 3 to know the texture and mesh quite perfectly, they used the US army texture that only appears on the medic version of the power armor, and in operation anchorage.
the only thing that looks different (maybe) is the lenses and glass bits, but that might just be different rendering from a different engine.
