Union Of Gungan Socialist Republics-UGSR United Earth-UE Pan Asian Coalition-PAC Possible extra factions. Romulan Star Empire-RSE Klingon Empire-KE I plan to make the Romulan-Earth war part of the Galactic Civil War, sort of how the Winter War between Finland and the Soviet Union was part of World War II.
