SimCity Farms (IR) have two serious flaws; They are not included in the Regional counts and there is no CAP relief provided. The jobs are counted in your city, but never make it to the regional counts. This is the reason farm jobs never help to bring Industry to the next stages of development. Since there is no CAP relief, this is also the reason Farm demand dies after a short time of development. This fix allows the Farm jobs to be calculated into the Regional Counts. Each farm job now helps increase the stage of development throughout the region. It also adds IR CAP relief to the industrial connections (i.e. roads, freight station, etc). Although this is created for the CAM, this version will work with CAM 2.1.0 and the unmodded SimCity 4 RH equally.
