I dunno why you uploaded this? (Instead of an actual addon.)
This is like a reupload of at Nemstools.github.io and a "readme!" tutorial, which are otherwise online (tutorials.)
Plus this also contains some stuff from "Portal 2 Authoring Tools" as well.

First this is like a tutorial on how to use Paint.net.
Then it is a tutorial as to how to use VTFEdit, which is like at Gamebanana.com.

I also dunno why it's not just a tutorial for that matter.

You could just re-post this as a tutorial somewhere like at Moddb.com - with links and the tutorial itself.

Also check rather if there is a similar tutorial online as well, in that case refer to it and upload the addon and not a tutorial.

I mean... this worked for me, since I am incredibly stupid, and failed to follow other guides.
