Well, from the get go, I want to mention that Soviet Sub Commander is the most unfinished and shortest type of new mod for Fallout 3 in "submarines" subcategory, huh.
Basically all you have to do is to travel back and forth between two locations, pick up new holotape with "coordinates" of submarine and activate one switch on the third level of this submarine. You will need no more than 5-10 minutes, if you have already unlocked required fast travel map markers.
That's pretty much all new available content for you. No background story, notes or clues why Soviet Submarine was stuck on the Potomac River.
Also there's no way or method to interact with "your new submarine crew" even after "saving" their lives. If you try to start dialogue with them, they will only use generic "Greetings" phrase from the vanilla game, nothing else.
The best part of this mod is the submarine interiors design. It's well-crafted with some nice light FX and feels like an actual submarine. And Soviet Anthem was a nice touch from the original creator.
As for technical side of things: no bugs or problems in my playthrough, but I should warn you about "1 deleted NavMesh".
Overall it's really hard to give a final verdict in such cases like with Soviet Sub Commander mod. It's understandable that Diehard335 had plans to continue his work on this project by adding more content, quests, locations and etc. But as it is (at least in 2024) Soviet Sub Commander is a very short and raw demo for potentially good new chunk of mod content for Fallout 3.
So, should you try this mod in 2024? Nah, even if you really like to explore some kind of underwater places and submarines. In my honest opinion just stick to HMS Vanguard Submarine and Jin's Revenge. At least these mods (which also are centered around new submarines) can provide you with decent new locations and even some basic activities in your playthrough.
