Straight forward and "intense" questline in order to obtain new types of secret technology.
From the narrative point of view, don't expect much or anything deep like in some other story oriented mods. The main storyline is very chaotic and doesn't have a cohesive events. You will need to visit many familiar vanilla locations while listening to holotapes of mysterious scientist.
Also you will meet new faction and, again, will have to deal with another group of Enclave soldiers.
I clearly understand original intentions behind this project and honestly respect main idea of implementing new big, fully action packed questline in vanilla worldspace of Fallout 3. But final version of this quest didn't click with me at all, even though I liked voiced holotapes and some battle sequences were on par with different parts of original vanilla main quest of FO3.
Few words about some balance issues - expect some way overpowered and bullet-sponge enemies like super mutants and dozens of Enclave soldiers. Even for my fully leveled and upgraded 30ish level character, some sequences was way too long (not hard though) to deal with. Rounds upon rounds just to eliminate another godlike enemy which has around 500-700 HP.
As for technical side of things: some minor problems in the final part of the quest (new waves of enemies didn't activate for some reason without save/reload last save file) and small clipping clutter in new location. No CtDs or other problems in big load-out of quest mods for Fallout 3.

Of course, it will be hard to discuss and analyze this quest in vacuum. And the most similar quest mod for Fallout 3, which came to my mind while playing Tech Revolution, was The Project. They have pretty much identical structure (in gameplay side of things), dozens of enemies and some interesting sequences which help to see or experience something actually new or fresh in Fallout 3. But Tech Revolution also suffers from the same problems as The Project mod: repetitive parts of gameplay, inconsistent story and etc.
So, it actually hard to give a final verdict for this mod since it really has a potential and some genuinely clever parts. But in the end I don't think I would have any desire to ever re-visit this mod. And I almost totally forgot pretty much all story parts of the quest, aside from holotapes, Arefu sequence and the final battle.

Well, should you try this mod in 2023? If you just want to shoot more things in the Wasteland, Tech Revolution can be your best option for additional 50-70 minutes of combat-oriented gameplay. But if you have a desire for some kind of new interesting story with deep dialogues and roleplay options, it would be best to skip Tech Revolution.
