Looking at this for a second time, I still can't see any practical reason for it.

I don't know about mines, but I guess and end up as snow cleaner on airport. I can imagine cheaper and more effective way to clean mines.
In Serbia on Nikola Tesla airport, they use a MIG-21 engine to bolw away ice and snow from the track.
Sweeping mines?! Of course not, it's for blowing people away!
