Ion Model and Traveler Engines fix addon - C&C3 Kw Fanzone

Here's a fix that make Traveler 59's Devastator Warship and Planetary Assault Carrier to no longer shows their engine's effect on random occasions and also shows it when they nearby ion storms, ready to compile.
