Software and decimals are different systems. It's just like in a textbook where there's Chapter 10 Section 9 (10-9 or 10.9) followed by Chapter 10 Section 10 (10-10 or 10.10).
You can't add 0.10 to 1.9, because 0.10 would have been an ancient build of Minecraft, and merging two very different versions is always a pig of a job from the testing side of things if nothing else.
After 1.9 I'd expect 1.10, 1.11, 1.12 or something like that (since the decimal point is being used to separate the 1 and the 9 rather than to show a decimal. 1 would imply that this is a stable-ish release, and 9 is the version of the stable-ish release)
the numbering of versions is different than maths 1.0 is main thing, 1 number behind the first number is small adjusments mostly, 2.0 would mean completely different thing, 1.9 is not like in maths 1.900000000 but 1.9.0 that means 1.10.0 is possible

It will be 1.0 because they will put the game into a new version (Final). If you remember the first beta version was 1.0. :)
