If you find the Cesar Vialpando and Life's a Beach dance missions too difficult or annoying just copy these main.scm and script.img files to your GTA San Andreas\data\script folder after first renaming the original files with a .orig or .old extension or whatever. Note that (I think) main.scm+script.img mods are mutually exclusive. The only way to combine them is to merge the files. So if you are already using a modified main.scm for another mod then you will have to either merge them manually or choose one. The changes I made do not actually skip the missions. They just make them trivially easy to pass. For the lowrider mission the opposing team cannot score more than 0 points. So you just have to score at least 1 point to win. For Life's a Beach I boosted player points for each beat so that it is very easy to get above 2500 dance points. I am very bad at these things and I easily made it to above 9000 points. Just remember to use the numpad arrows for the car dance.
