This is usually caused by faulty installations, faulty game versions or insufficient hardware.
Test on the workshop to at least eliminate some of these possibilities.

You need the 1.3.3 for this version. If you don't have it, instal a old version of the mod (v0.21.0.2)
Does this mod works with cracked/pirated versions of Hearts of Irons 4?
