Description
Team Freeze is a teamplay gametype in which players are frozen instead of killed. A frozen player cannot move or shoot, but they can cycle the list of teammates via the "FreezeCam". There are really only two ways for a player to be freed: A teammate stands next to him/her for 3 seconds, or the entire team is frozen, resulting in a "shatter." Shatters occur when all players on a given team are frozen.

This is a pretty cool mod.
No trouble installing it, just run the exe. Virus scan came up clean with AVG Free 9.x.
A few cool ideas I have would be to change some of the graphics dynamically (if possible), so that when any weapon is shot it has blue fire out the muzzle, or blueish explosion with the rocket launcher. Just aesthetic changes.
Or maybe add a new weapon called "The Freeze Gun".
