Rhen Var: City Version 1.0 by Gerudo_Dragon is well... a city on Rhen Var. There is an interesting surprise in the photos section that might make you laugh or scratch your head in confusion. I TAKE NO CREDIT IN MAKING THIS MOD. ALL CREDIT GOES TO GERUDO_DRAGON AND ANYONE HE CREDITS IN HIS README!

Nice, sadly not localised.
You should try the modloader available here on moddb, it has an option to force the english language in game, it helped me solve most of the localisation issues.
