READ THE ENTIRE PATCHNOTES LIST FOR IMPORTANT, AGAIN, IMPORTANT, INFORMATION!!!11!!eleven!11!1 0.04.6 is a huge leap foreward for Operation Avalanche. Not only does the patch contain new files--correctly named; no more 'Retards' mod!; but balance changes, new units, and new UI text and icons are everywhere! Even better, I'll actually be organizing the notes into relevent sections this time (hurray!) Read on for details.
In the future: First off, I need to thank BumbleBeeTuna for graciously offering to join me in my efforts to develop Operation Avalanche: Fall of Italy mod. BBT has offered to code doctrines for the mod, which means sometime during the next month or two, OA: FoI should have shiney new doctrines!
Files:
-Operation Avalanche now has appropriately named files!!! With the new patch you're (hopefully) about to download, a new mod folder and corresponding .module files will be included, named OperationAvalanche.
-As for the installation, open the zipfile and extract the contents/copy paste them into your root Company of Heroes folder. ergo, C:\Program Files (x86)\THQ\Company of Heroes (<- Windows 7, I'd assume the path is the same for other Windows OS).
-Because of the new files, you'll wan't to delete all of your old folders named Retards.
-Your shortcut target should also change. Instead of entering -mod Retards -dev, you'll now want to enter -mod OperationAvalanche -dev into that line. Make sure you spell it correctly-- I've left the 'e' on the end of avalanche off several times when making my own new shortcut, which led me to (falsely) beleive that I'd broken the mod. DOUBLE CHECK YOUR SPELLING.
Bugs:
-Fixed a bug where the Sherman Calliope would not fire a barrage when the corresponding ability was activated.
-Fixed the appearence of the M1938 Beretta SMG! (credit to dartborne)
-Some graphical issues may now appear on squads that pick up a dropped BAR because of the above mentioned change.
-Fixed the appearence of the M1934 Beretta pistol (credit to dartborne).
New/Removed Units:
-Added a new unit: Mountaineer Skirmishers. Skirmishers are a 4 man Rifleman squad with 75 HP/man armed with Thompson SMGs that can cloak and move to ambush enemies. Harcapped at 1. Requires the Reinforcement Requisition upgrade (Platoon Leader).
-Alas, the Vichy French bid us all goodbye. After several hours of painstaking research, it has come to my attention that no Vichy French units served after Operation Torch (U.S. invasion of North Africa). As such:
-Removed the Vichy French Fusiliers from the Logistik Kompanie.
-Removed the Char B1 from the Panzer Support Kommand.
New UI:
-After spending literally hours of painstaking research into units and events relevent to the Italian campaign of WW2 as well as all of the involved countries' military nomanclature and the official names of all involved vehicles, and yet more hours adding 189 new UI entries, almost every single unit involved in Operation Avalanche now has a shiny new name, description, and help text.
-The American faction's units now reflect upon the 3rd Infantry Division, the "Rock of the Marne", and it's corresponding subunits including the 7th Infantry Regiment, the 10th Engineer Regiment, 751st Tank Battalion (medium), 3rd Cavalry Reconoissance Troop, and the attached units of the 36th Infantry Division (National Guard), 36th Combat Engineering Battalion, 10th Mountain Division, and the 601st Tank Destroyer Battalion, all of which were members of VI Corps during the Italian Campaign.
-The Commonwealth faction's units now reflect upon the 7th Armoured Division, the famed "Desert Rats" of North Africa, and it's corresponding subunits including 1/5 Battalion; 5 Battalion; 1 Battalion; C Company, 1 Battalion (22) Cheshire Reg. [Machine-gun Battalion]; 11th Hussars (Princh Albert's Own) [Armored-Car Squadron]; 128 Infantry Brigade, 1/4 Battalion, Hampshire Reg., 46 Infantry Div. (attached), and the65 Anti-tank Reg. RA, 7 Armoured Div, all of which were part of the 7th Armoured or were attached to her at some point as part of VI or X Corps in Italy.
-The Wehrmacht faction's units now reflect upon the veteran 90.Panzergrenadiere-Div. and its subunits including the 288.Afrika-Panzergrenadiere Reg., 900.Pioniere-Abteilung (battalion), 190.Panzerabwehrkanone Abteilung (Anti tank battalion), 361.Panzergrenadiere Reg., 190.Panzer-Abteilung (battalion), 242.Sturmgeschütz-Abteilung (battalion), 200.Panzergrenadiere Reg.(mot.), 33.Feldartillerie Reg. and the attached 26.Infanterie Div., all of which were under the command of Albert Kesselring and part of his 6th Army (not to be confused with the one destroyed at Stalingrad).
-The Panzer Elite faction's units now reflect upon the Hermann Göring-Div. and it's subsidiary units including Fallshirmjager-Panzergrenadiere Reg. 1, Aufklärungs-Abteilung (recon battalion), and the Panzer Regiment, as well as attached Italian units from the 26^ Monte Div. 'Assieta' and it's subsidiary units including 29^ Fanteria Reg. 'Pisa', 17^ Legione CCNN, and 64^ Ingegnere Reg., all of which were under the joint command of Albert Kesselring and Italian General Alfredo Guzzoni and (in Kesselring's case) his 6th Army (not to be confuzed with the one destroyed at Stalingrad).
Weapons:
-Added a new weapon; M1 Thompson SMG Ranger (currently not used).
-Added a new weapon; M1 Thompson SMG Mountaineer (Thompson with a longer cooldown; used by the Mountaineer Skirmishers).
Balance:
-The Sherman Calliope's main cannon is now enabled.
-Increased the reload of the Hetzer 75mm StuK40 to 7.5/6.5 max/min from 4.5/5.5.
-Reduced the cost of Panzer Grenadiers per man to 63.75 manpower from 95 manpower. This should fix an issue where Panzer Grenadier squads' cost was higher than intended (380 Manpower vs. 255)
-Lowered the rotation rate of (almost) all tank cannons or other turrets of that nature to roughly match their true historical values. The M10 was largely omitted from this change because of balance issues.
-Reduced the burst duration of the M2 Flamethrower to 1/1 max/min from 4/6.
-Reduced the cooldown of the M2 Flamethrower to 1/1 max/min from 3/2.
-Increased the reload frequency of the M2 Flamethrower to 7 from 0.
-Increased the reload duration of the M2 Flamethrower to 20 from 0.
-Reduced the burst duration of the Flammenwerfer 42 to 1.2/1.2 max/min from 5/4 max/min.
-Reduced the cooldown of the Flammenwerfer 42 to 1.3/1.3 max/min from 3/2 max/min.
-Increased the reload frequency of the Flammenwerfer 42 to 5 from 0.
-Increased the reload duration of the Flammenwerfer 42 to 20 from 0.
-Increased the rotation speed of all .50cal mounts to 25 from 20.
-Reduced the number of Flammenwerfer 42 upgrades purchasable on Pioneer squads to 1 from 2.
-The Commonwealth Boys AT sniper (available at the HQ truck) is now hardcapped at 1.
-The IHT's MG42 damage modifier against Bren Carrier armor has been reduced to 0.5 from 1.
-The Panzer Elite Kar98's damage and accuracy modifiers against Soldier armor have been reduced to Damage 0.6, Accuracy 0.75 from 1 in both cases.
-The Bren Carrier's Bren LMG accuracy has been increased to 0.3/0.45/0.45 from 0.175/0.45/0.45 at S/M/L ranges.
-The Bren Carrier's Bren LMG damage has been reduced to 9.5 from 11.5 (a forgotten leftover from earlier patches when the .303 round dealt more damage.)
-Reduced the Fiat-Revelli Modello 1914 MMG's burst duration to 4/4 from 5/4.
-Reduced the Fiat-Revelli Modello 1914 MMG's reload to 2 from 5.
-The two above-mentioned changes should cause the Fiat-Revelli to reload every 50-60 shots instead of every 200--an oversight on my part that both screwed with balance and led the Modello 1914 away from a historically accurate portrayal.
-The Churchill V 75mm now has veterancy tables.
-The Crusader Cruiser Tank now has veterancy tables.
-Removed the 'Fire Webley' ability from Infantry Sections.
-Removed the Marksman Shot ability from Rifle Commandos.

Why I can not download?
I just tried to both save and open the file and it worked fine for me. I'm not sure what the issues are the people seem to be having. As for the installation, open the zipfile and extract the contents/copy paste them into your root Company of Heroes folder. ergo, C:\Program Files (x86)\THQ\Company of Heroes (<- Windows 7, I'd assume the path is the same for other Windows OS).
This is the module line I'm using but it still tells me that it is not working!: "C:\Program Files (x86)\THQ\Company of Heroes\RelicCOH.exe -mod OperationAvalanche -dev
