Another small update with some new stuff and some bugfixes!

General changes:
Added a 1/100 chance for scepters to gain additional +1-3 to smite and 1/100 chance for addtional +1-3 to holy shield (can't get both)
Countess can now drop up to Vex rune in hell
Reduced superior item repair cost
Increased key drop rate at Countess, Summoner and Nihalatak
All characters start with the horadric cube now
Added a cube recipe for the Horadric Staff so that you can skip collecting parts for act 2 if you don't want to -> Jewel + Perfect Amythist + Sol rune
Destiny Chests:
In addition to set spawn locations they can now also randomly spawn like treasure goblins
Made their loot slighty better, increased the chance for them to cast a skill upon opening and gave them a fear aura so mercs won't be able to open them anymore
Changed the Destiny Chest location in the catacombs level 4
Bug fixes:
Fixed a bug that made bows able to spawn with "replenish quantity"
Fixed a bug that made Blessed Aim and Penetrate overwrite each other
Fixed a bug that made Goblins drop lower level items than intended
Fixed a problem where you would be locked out of using skills for a short while after casting a skill with delay through "chance to cast on hit/attack/when hit" mods.
Skills:
Increased Shout, Battle Orders and Battle Commands level 1 duration to 60 seconds
