Belgian Reskin file

What does this mod do:
- replacement of the default Belgian uniform
- support desert and snow (copies of France)
- gives French light tanks to Belgium
- gives US medium tanks to Belgium
- gives the German heavy tanks to Belgium
- gives the English troop transforts to Belgium
- supports bicycles

Compatible game version: 1.5.0 and 1.5.1

Compatibility with other mods:
- Not compatible with mods changing the skin of Belgium
- Compatible with mods changing the skin of other countries. tested with the mod:
