The install instructions are located in the read me.txt file.
Installation:
user.script.txt file goes into the scripts folder.
Path -> appdata - roaming - the creative assembly - napoleon - scripts
-----------------------------------
ASM.pack file goes into the data folder of Napoleon Total War
Path -> steam - steamapps - common - Napoleon Total War - Data

I highly recommend using winrar or 7zip to unzip the files.
