You must place this patch over leaked ThreeWave CTF game data which you can find here. Some ThreeWave CTF maps has a missing textures, I can't fix this.
Tip: Under Xash3D you can use maps from original ThreeWave CTF for Quake 1. Just place .pak files to 3wave folder.

Regarding the missing textures in a bunch of maps, the issue seems to be that a bunch of them have bad .wad paths in the internal .ent files (referring to /games/sierra/half-life/..., rather than /hl1/dev/release/...), and none of the ones that use TFC textures actually load tfc.wad.
It can be fixed pretty easily by using BSPEdit to point them to the right place, but there's still 60-odd textures missing after doing this, including all the medieval (med_) ones and a few edited from base HL1 textures.
