Full Version 1 commentGod help me, the third version wasn't the last. An assortment of balance tweaks, small bugfixes and a re-modeling of Portugal's diplomatic relations.
A comprehensive patch for HPM (or most HPM-derivative mods; see mod readme for details) which gives every civilized nation in the 1836 start their historic reforms. In release 2.0, all civilized tags, even those that aren't present at game start, have more rational reforms. Each change was researched at length, and rationales for each are included in a changelog included within. Release 3.0 includes amended starting relations, alliances, spheres of influence, military leaders, and (optionally) starting infamy, with all GPs and most civilized nations addressed, including several uncivs. This mod also includes a series of optional modules which you can choose to install if you wish that include a few additional political fixes outside the scope of the startup changes, and a few economic balance decisions HPM intended to implement before he vanished. You can integrate the changes of this mod into your own project(s) at will with no permission necessary, just credit me.

Is it a stand alone file or do i need to merge it with af HPM derrivative like GFM?
The mod description itself says "A comprehensive patch for HPM (or most HPM-derivative mods; see mod readme for details)." It's not standalone, it needs the base mods to function.
