if he is the tank rather then a pilot of the tank like in scorpion tanks and such-why would he need a throttle,he's neurally connected to the tank just think forward and it'll move i mean whats the point in cyborgtech if you manualy operate it????

It is not a beauty contest but a practicality one.
Sure, mounting a body on a threaded platform may make it somewhat more mobile but it does not really have the same shock value as the original cyborgs not to mention three easily exploitable weakpoints, three well placed shots and it would be a heap of junk with no evasive or offensive capabilities.
And I bet they would be more expensive to produce than a regular cyborg, or even a reaper.

How many tubes and exposed parts are on the TS Cyborg? and the exposed head with no helmet? Destroyable by drop pod troops? And the Skull on the Reaper? is that a decoration, or is that the original head? if it is, then why? a big enamile target?

Not saying this is better, but CABAL has horrible taste in troop designs.

The heads aside. (which might be just for sensory input, also depending on how much machine there actually is, there could be secondary processing and sensory equipment)
The tubes on the cyborgs are smaller and since, they seem to be(by the looks of this picture) cheaper, they can be produced in higher numbers which leads to larger battle groups making it even harder to target those.
And unless we are talking heavy duty fire-power, biological damage can be easily mitigated by tiberium.

But over time Tiberium deteriorates the biological tissue, as seen in the mutants of the forgotten. CABAL being the advanced battle machine he is would not risk something like that to a chance. And CABAL would have better I/O systems, as he has both Nod and his own tech(see core defender.) That's not to say this doen't look stupid in it's own way, just looking stupid is as C&C as Tiberium pie.
