Supertuxkart Openstreetmap is based on STK 0.7.3 since the system requirements of that version were still low enough for people to be able to play it on most computers. Besides using this older version of STK, it also has real life terrain from openstreetmap incorporated into the tracks.
System requirements of STK 0.7 are
3D hardware accelerator with 32 MB with full OpenGL® support
Pentium III® 600MHz processor or AMD equivalent
128 MB RAM
160 MB free hard disk space
By comparison; since 0.8 system requirements went up in such degree that the current requirements for version 0.9 are:
NVIDIA GeForce 470 GTX, AMD Radeon 6870 HD series card or or Intel HD Graphics 3000
Intel Core I5 or AMD processor, 2.8 GHz or faster.
At least 1 GB VRAM (video memory).
At least 3 GB of RAM
Disk space: 700MB
These system requirements are thus avoided, and you can play STK OSM mod with the system requirements mentioned for version 0.7.
