Keeping the same style carried from the ANSTOSS series to Total Club Manager 2003, in FIFA Manager 07 the player has the complete club at his disposal, from managing the team at all levels, dealing in the transfer market to deciding on where the team should expand facilities (now using an isometric city view not unlike SimCity 3000) and increase stadium capacity. Of course, for those less interested in these aspects, they can all be assigned to the appropriate staff member, but good results can only be obtained by hiring the best staff (the team money and prestige) can buy.

Along dozens of minor improvements (such as interface tweaks, the return of fan opinions, inaccurate injury diagnoses, career-ending injuries, more player talk options and more stats screens), FM07 features a revamped youth system with match reports and a transfer market where the player must outbid the competition to hire the most promising upcoming stars. Along that, Cooperation deals allow bigger teams without league reserve sides to give their upcoming players a chance to taste real competition without the pressure of the highest level of competition.

After FIFA Manager 06 moved to the Champions League 2004-2005 engine (still used in this game) and FIFA 06 debuted a whole new engine, players could no longer use the "Football Fusion" feature, which allowed owners of both FIFA and TCM games of their 2004 and 2005 versions to play matches from TCM in FIFA and import clubs from the larger TCM database into FIFA. While the ability to play like any other football game was not restored, now the manager can either select a player as his "protégé", train him to first team level and (optionally) take control of him during the 3D matches in "Player Career" or select a player from the starting eleven at each match, with the best players being only available to the best managers. The player can still choose to not take part in a match, and just attend the 3D match. The remaining visualization modes, text and instant calculation were enhanced to offer more game situations (in the first) and accurate automatic substitution rules, and a new mode, videotext, was added. This mode mixes both the quickness of the instant result with the ability to follow up other games scorelines.

Also making a return is the personal area, typical of the ANSTOSS series; the manager not only has to manage the club, but also his personal life, and if the player neglects his family, he might well find his luggage at the door one day. On the other side, golfing skills might come in handy to impress the president... either on the good or the bad side.

Along the usual tools and team updates, the game received an expansion named FIFA Manager 07: Extra Time.
