Raikasta means "fresh" in finnish or "smooth" as i like to call.

Reading/speaking English mess up my pronunciation of names in general to be frank, hehe.
I think it should properly be "reik-ista" with an -e- and not an -a- as in German "reich" but with a hard -k.
It is Gothic for "[the] ruler's" to my memory (not read up on that language for years now), as "reiks" mean ruler.

It is indeed Sindarin, of the meaning Hurin repeated in English. Harsh words, threatening even, if not profetic, so guess it do not sound as fair as expected from Elvish ^^
