Hmm... what about Iran and Saudi Arabia? They're major military powers in the region. Maybe you should merge ISIS and Hamas in 1 faction called "Insurgents"(Or "Rebels") as rebel groups in the middle-east such as Al-Qaeda, ISIS, Hamas, Hezbollah, Houthi all use more or less the same equipment and also keep either Iraq or Syria (as they both have more or less the same military equipment). This way you open place for Iran and Saudi Arabia.
I added Saudi Arabia in the trial version and did not play it
As for Iran, I think I will add them to the next modernization

I did not finish it after I wanted to take enough time to finish everything neatly
