The Source SDK is a set of tools and resources used to create custom content, modifications to existing games, or even completely new games using Source engine technology. Anyone can download and try the SDK, but please note that it is designed for advanced users.

For community support and an online knowledgebase, please visit the Valve Editing Resource Center (VERC).
The SDK will be updated over time with new resources, source code, or examples. As with Steam games, these updates will be delivered by Steam automatically.
So expect this via steam and sites like Wavelength and Valve Editing Resource Center (VERC).
I don't see anything about a HL2 sdk in steam :s
I'm also seeing nothing in steam...
It will be released around the time of HL2... They forgot to mention that... It's not out now :P

What's the bet that the VERC will outgrow itself yet again with the release of HL2? ;)
Within last night's update, there was a file in the cache file which details information on what will be included in the kit.

Of course, can't really run any maps without Half-Life 2 or see the models in-game, so I guess it's for the best :P
but it would let us map for CS:S for now...
