Penumbra Europa is a brand new take on the Penumbra series that answers unanswered questions in Penumbra Black Plague relating to the Eloff Carpentered tapes discovered. From what we know from Penumbra Black Plague Eloff Carpentered is a rank c member of the "cast" (The staff of the shelter), but for some strange reason he is found in the same cells you are trapped in side of. Penumbra Europa expands on this topic/idea from black plague by showing the events that happened to lead up to that moment in the eyes of Eloff Carpentered.
