So basically the idea is to add a little more atmosphere and immersion to the game with appropriate music at appropriate times
Say for instance you are walking around in a dark building, you would obviously have creepy ambience to set the mood. So say you are walking around a dark building and you walk round a corner to find 5 zombies and you alert them to your presence, this is when a semi combative music would be played, like a nice mix between creepy and combative. But say you walk around and alert 10 or more zombies the music changes to a more adrenaline filled song, maybe a song plays to indicate it's time to run the fuck away.
so basically
1-4 zombies = no music
5-9 zombies = semi confronting\creepy music
10+ zombies = creepy action music

You could also apply this to say the horde. so when the horde is called, and zombies become more aggressive and actively search you out or assault your base you could use something more adrenaline filled giving a sense of danger like this Newgrounds.com ,

when none of these are in effect you could just use the average sound scape, I don't know :P

This idea is all theory, I have no idea whether you would be able to implement it or how stable it would be. Just an idea :D
