At first this seemed to help, but as citizens began to demand open air, the government was forced to put them on complete lock down. With every move made closely watched by security, the people began forming resistance groups known as Bourdans. Bourdans would often protest against the government, but as the years pasted, they became more and more violent. You play as an operative from City 22's Bourdan Zero as you fight your way to justice and out of the hands of an oppressing government.
