"Was born" is better. "Is born" doesn't make much sense. What tense is this?
Maybe you thought about "Has born"?

Anyway, thanks for the grammar correcting! A new hero has born is the best, because it has been done.
What is the tense for "was born" ? It wasn't born earlier that day and then suddenly became unborn. They were born with this image, in this context.
If it was a pronoun, Was Born would make more sense because it is applying the ownership of being born to said person and applying a past-tense. But the same logic doesn't quite apply to objects, and "hero" in this case is being used as an object and not a pronoun. It sounds off and weird when referring to an object with was in this context. "It was born today" implies that it was born earlier in the day, not that the ownership of born is "it". Thus, A Hero Is Born Today makes more sense in this context. If it were to have said "Shen Quan Was Born Today" it would apply better. It doesn't quite have the same ring to it as Is Born, but that is technically grammatically correct.
