You have to put that .cbf File into your Main Vietcong-Folder oder if you have got the addon fistalpha, you but it into the addons/fistalpha Folder.

The link to the download leads to a domain for sale. I still hope to see at least one of these Vietcong mods released Of the several I've checked out, only two, a sound mod and a graphic mod have been released; the rest look like they have been abandoned.
