A complete version of the CWE mod. To install, please follow the instructions below. The full changelog is on Github. Please don't forget to clear the map cache before starting. You can view the partial changelog with the important features added/changed below. Updated as of 04/08/2021.

Installation Instructions:
Extract and then copy and paste the CWE and CWE.mod file from the CWE.zip file into the mod directory of your Victoria 2 Programs File.
CWE requires Victoria 2 Heart of Darkness Version 3.04 which includes the beta patch. Please delete your map cache prior to starting a new version of the mod for the first time.

While the Moddb file will give you big changes between versions, you may still feel that you wish to follow the mod more closely so I have made a Github Repository with the mod where you can download the most up to date dev version of the mod. However, as it may be updated frequently, you may have to download the latest Github version multiple times for small commits like bug fixes etc but what you will get will be the most updated version of CWE.
Notice:
1. Some people have asked whether not being able to justify war is a bug. It is not. The ability to justify war is tied to ruling party war policy, government type, world tension levels and being in a war. So unless you fulfill at least one of those conditions then war justification will be possible.
2. Social Corruption can be reduced by increasing literacy (above 25%) while Government Corruption can be reduced by increasing admin spending (above 70%).
3. Development levels are determined by the literacy rates of specific provinces (above 25%) and whether the province has a large enough population. Provinces that have less than 30,000 pops will always be extremely underdeveloped. Increase your literacy to increase your developmental levels.
4. Gridlocked Legislature can be removed by passing an Executive Order or by making your pop majority ideology the same as your ruling party ideology.
I don't release a full changelog because there are far too many changes per version so summarising the key ones is more pragmatic.

Core Game Mechanics
1. Intellectuals consume integrated circuits as a luxury goods so as to stimulate demand until computers are unlocked.
2. Republican dictatorships cannot appoint ruling parties so as to avoid cheesing of historical events where the player can take the preferred option without suffering the consequence of getting a different ruling party by appointing it subsequently.
3. Liferating now increases pop growth rate.
4. Overpopulated Nation modifiers kick in at a much lower state number.
5. Techs, minus inventions, have been reviewed.
6. Reviewed reforms and added a new one - penal reforms.
7. Assisted Unification CB so a third party can enforce unification.
8. Unlimited Conquest CB for superpowers.
9. Artisan production reviewed.
Generic System & Mechanics
1. Judicial Review system
2. Accepting a Containment, Dismantle CB, install gov or cut down to size CB will trigger an unconditional surrender of the country.
3. Vassal Tribute System also transfers construction goods to overlord.
4. Removed the XUM superstate and replaced it with the Arab Maghreb Union
5. Reviewed the proxy war system so more rebel tags will spawn.
6. Dismantlement wars now fully extinguish superstates.
7. Personal Union system for monarchies so when the monarch dies in the parent country, the monarch changes as well for all related monarchies.
8. Reviewed Generic Rebellion system
9. Development levels now increase sequentially per event and can decrease if no occasional investment is made.
Cold War Mechanics
1. Tweaked blocs alignment system so any ideology can join the NAM bloc. As a consequence, Yugoslavia can now join the NAM.
2. A third party GP can now unite a divided Germany and Korea if the divided states have the same government type and one of the states is a puppet of the GP and the other in the sphere of the same GP. If both are independent then the divided states themselves can unite automatically.
3. AI Superpowers will try to improve relations once detente conditions are met.
4. Stopped the USSR going bankrupt at the start of the game.

Have had an issue where events under the "soviet union" file seem to repeat despite saying that they only trigger once and also never having this happen before and I am curious as to why, other wise the mod is working fine
May I know the title of those repeating events?
"The Forest Brothers", "The Death of Stalin", "Stalin's Successor" and "the Catalina Incident" There may be more because I stopped playing once the events made the game slightly unplayable and I did take note that all of them were under the "Soviet Union-General" Document
Okay it doesn't appear on my end. I suggest you delete your current CWE folder and then copy and paste the one on moddb again.

I Downloaded the latest files, but when I enable the mod it does not load. I have the base game. What is wrong?
This mod is great, but I just have to say that, in 6 games that I´ve played (in this version of the mod), the Soviet Union, never collapsed, they just turn into a Socialist Democracy or put the market socialist in power. So I just would like to know that if it would be possible, that you could tweak that, making the probabilities of the Soviet Union collapsing more likely

Because of the cars everywhere bug in 1.14 I tried this one. Got a database crash every time. Spent an hour tinkering with various solutions, deleting gfx, deleting map-cache redownloading this more than once to make sure everything was in the file. Don't waste your time not worth it. All due respect to the intensive work here of the developer but I can't give a good rating when using a mod cause so much trouble.
