A complete version of the CWE mod. To install, follow the instructions below. Full changelog on the Github page. Do not forget to clear the map cache. You can view the partial changelog with the important features added/changed below. Updated as of 04/02/2019.
Installation Instructions:
Copy CWE and CWE.mod from the CWE.zip file to the mod directory of your Victoria 2 Programs File.
CWE requires Victoria 2 Heart of Darkness Version 3.04 which includes the beta patch. Please delete your map cache prior to starting a new version of the mod for the first time.
CWE music files:
I separated the music file from the main mod file. This was because the zip file size was reaching the Moddb size limit. You can get the music file to attach to your main mod file from here.

While the Moddb file will give you big changes between versions, you may still feel that you wish to follow the mod more closely so I have made a Github Repository with the mod where you can download the most up to date Dev version of the mod. However as it may be updated frequently, you may have to download the lastest Github version multiple times for small commits like bug fixes etc but what you will get will be the most updated development version of CWE.

Notice:
Some people have asked whether not being able to justify war is a bug. It is not. The ability to justify war is tied to ruling party war policy and world tension levels and being in a war. So unless you fulfill at least one of those conditions then war justification will be possible.
Social Corruption can be reduced by increasing literacy while Government Corruption can be reduced by increasing admin spending.
Development levels are determined by the literacy rates of specific provinces and whether the province has a large enough population. Provinces that have less than 30,000 pops will always be extremely underdeveloped. Increase your literacy to increase your developmental levels.

I dont think truces should prevemt governments from going to war. If one country wants to invade and tear apart another country, they would just ignore any treaty they have with them.
Imagine. Germany probably had "truce" with the allied forces after WW1, did Hitler say "Oh we have truce with them so we I guess we can't attck"
Truces are a base game mechanic that disables wars between nations so I can't mod this.
this was at a non stop 5 fps the whole time

first i must say a very,very big thinks for your great job. I spend a very lot of time with this mood and i love it.
But i have one problem, when i play the 1992 scenario with South Africa i start with the socialist ANC, but the "ANC" become 1994 after the first free choices the power in South Africa. Maybe you can make this so, start 1992 with the "NP" and become event for free choices or not. When yes "ANC" is ruling Party, when not you become very high civil unrest.
This is not critic, only a idea. Sorry for my bad english...

In the last Brazilian general elections was have of a one presidencial candidate a comment of a conspiral theory of the URSAL(União das Repúblicas Socialistas da América Latina/ Latine America Socialist Republics Union). This event was generate a great number of memes and debate, and the knowledge of the population the existence of the Foro de São Paulo, a internacional socialist group of debate. I ask to the developer group to add in the decisions the option to form the URSAL. I'll leave some links to know about the meme. I know that will make the mod more famous inside the Brazilian public. The countries allow forced labourers (vanilla slaves) which makes the slave state icon appear. Use reforms to abolish modern slavery.
Loving the mod, but in the main menu it says version 1.08 even though I installed 1.09 (double checked it). Is it just bugged?

In the last Versions with the Occupation Provinces i think i fount some bug.
In one Game Netherland not give the Rheinland and Friesland to Germany back. And 1952 UK declare war on Netherlands.
In a other Game its come the Occupation Province from the Sowjet Part from Germany, with primary culture White Angelo. After this declare the Sowjets war on Occupation Provinces, annex them and form the DDR. And the primary culture is White Angeolo.
This both situation i become in a game with Egypt and South Africa and i not make unhistorical was in this Games.

Posting here because I didn't get a response on the Paradox subforum thread.
So i'm playing a game as France trying to hold on to the Empire, and i'm having a lot of fun -- but it's 1956 and the "dissent amongst colonial subjects" event keeps firing. Like, once a day. It has one infamy and -10 prestige every time and I think it's broken. Shouldn't it just fire once?
Another thing -- a TON of bugs playing as France. Winning independence wars against Algeria is pointless because it automatically becomes independent by event, which really ****** me off. Moreover, I won the Vietnam War as they tried to secede -- and then the event "French Defeat" caused my political party to lose 25 percent support, even though I won the war!
Infuriating. Really fun mod, but a lot of problems.
I would also add that the economy seems quite broken. All of my factories except oil are completely unprofitable as France, and this is with highly developed industrial tech. How are you supposed to play under these conditions? I am cheating and using the console a lot to overcome this stuff.
EDIT: Also, France does NOT have an operable populist party. At all. I will look in the files and try to find out why.

in the last Github version was again the problem with Germany. 1947 split off in Germany in the British occupied areas north Germany and Hanover. Parts of Westphalia and Friesland went to the Netherlands again.

I'm playing with Brazil in the 1946 campaign, but when the "End of Estado Novo" event happens all my industry stops working, all production goes to 0 forever.
And when you win wars the game shows me up that i have lost even if i won with all negative effects.

i have the latest Github Version and Germany is again very crazy. In my Game with Rhodesia Netherland gain some provinces from Germany. And in Game with Egypt it comes DDR, South Germany and Britany hold german provinces....
Were they at war previously?
With Sout-Rhodesia i make nothing war and with Egypt i make only the war 1948 with Isreal.
The problem is there since the german occupied areas only to the occupied zone change. Before that, the occupied territories have changed to Germany and the GDR.
The Dutch can gain some German territories from the 'Bakker-Schut Plan' event En.wikipedia.org
There are a few events in 1947 that gives a small chance that the UK can form a 'North Germany' with a possible return of the Kaiser and for the US, a 'South Germany'. They can also choose not to form a German state and just establish a puppet occupational authority that will join the Greater Germany upon independence.
Its very interesting, im never hear before from this Plan. Im very like this on this game, all time you learn new facts over history. Im from East-Germany, but this was new for me.
Only one im now found not so good, its about change ministers. With National Party i have all time Minister "Prince of Terror". Its for games with South Africa frustrating. You become +0,05 Infamy, "Total Onslaugt" its to +0,10 Infamy. So you can make nothing about Infamy in War all time more and more. With Option "Motion of censure against ministers" i become all time "Prince of Terror back. With conservative Gouverment nations i have all time "Great Statsmen" as Minister, its good but i found this is a to big bonus to the other nations.

There’s a bug with the code function random_list which causes this to happen. I will think of a solution to the problem.
With "Bakker-Schut Plan", i make 5 Games with Southern Rhodesia and this event all games come. But in other Games never started...
I have the same problem like Eric89 with Rhodesia and the culture in Sowjet Occupation Zone switch from german to white angelo.
Maybe you can change poulation in Southern Rhodesia/Simbawe like historical En.wikipedia.org.

Now i make test with newest version, im now in year 1950 and its gives three occupation zones with german culture and netherland is normal to. Its better as before :)

Hello! Recently the archives of the Yugoslav central intelligence agency opened up and I have done some reading and I thought you would find some things I read interesting, maybe you would like to include it in your mod?
In the Yugoslav communist party there were three currents, there were the centralists which wanted a unitary federal Yugoslavia with the possibility of it even becoming a republic of Yugoslavia instead of federation, the decentralists which wanted to confederalize Yugoslavia (and historically they won)and the liberals which wanted to fully transition into a market economy and join the western bloc. Tito was sort of balancing between all of these fractions but generally purged liberals. From '68 to '72 the centralist fraction of the party was purged based on spying allegations (that as the documents go by might have been staged) as well as accusations of nationalism and stalinism. This purge is extremely important, because it eliminates the other big fraction from the party in '68, and the only centralist which was left after that was Tito, who just gave increasingly more concessions to the Croatian and Slovene decentralists in the following years. The Slovenian and Croatian communists pushed very harshly against the centralists, both the ones from other republics and local ones and there were even threats of secession at times. It makes sense to me to get an event in '68 related to this spying scandal, with an option to purge centralists & specifically Rankovic, and that later if you choose to stay centralized slovenia and croatia could maybe split off, causing a civil war? Tell me how this sounds to you, I understand if it is a lot to put in game but I just thought it would be interesting since it is like one of the three big crisises Yugoslavia faced (cominform, centralists vs decentralists, the 90's civil war)
I would like to complain about a demographic error in South Africa, at the time the mod begins about 1/4 of the South Africans were white, but in the mod they appear as if it were the modern population divide

I really love 90% of this mod and play it almost every day. But since there are Occupied zones in Germany I only have a-historical games. I think it's ok if a game is different but not all.
Egypt never intervenes in the first Israeli war in 1948 or gets the Suez Canal.
Very often USA gets Shanghai and fights against the communists.
In Germany most of the Netherlands gets Rhineland, Rhineland, North German Confederation, or Hannover ensteht.
This is due to chance events, there is usually a 80% chance that historical options will be taken by the ai. The way the random chance factor works in Victoria is that if you got a lot of the previous chance option then after a while you will keep getting the other option until it reaches 80% of all your games.
Settin I do not know if this is a mistake, anyway, in the last version of the mod, I went to play with Brazil, United States and England and I was surprised with something, at a certain period of time with the countries I simply lost my prestige, but (2346 to 51), which did not make any sense, the economy also, mainly with the United Kingdom, was totally broken and did not rise with anything, and with the same country there was a loss of prestige, with the United States the same thing, the prestige in a certain time diminishes a lot and the economy has broken, if you can respinder me I will be very grateful, and one more thing, since I do not know how to speak English I am using the Translator, and I am Brazilian too, sea translation stay Bad, I'm sorry, and tell me if you have.
They lost prestige due to bankruptcy. If it happened in the late game then it could have been due to financial stimulus decision costing more money then the countries had bankrupting them. The current github version has already solved the problem.

No, you have to download the latest version from github.
Oh and one more thing, with those countries in which I mentioned mainly the UK they had a very negative balance, I do not know if this could be a bug, but it was not enough for me to do a lot, but it was still negative.
The economy in the early game is quite unstable as the AI has to establish the production chains from scratch however it will stabilise within 10 years. If a country has too much money then it’s balance will automatically turn red to prevent a stack overflow error.
I'm asking some silly questions, but anyway, you mentioned above that the new version of githb had solved the problem, in case it would be in the next version of the mod this error will already be solved? I do not understand much of the subject yet, I'm kind of a "beginner" in this part
