That seems like it would get irritating. I would like to see the blood come when you're hurt, then fade away.
If you've got very low health, chances are you won't last much longer anyway. All sources of damage in Tube Wars are being amplified from Base JKA's. In a way it's intended to get in the way slightly, combined with a couple of other subtle gameplay effects, wounded players are slightly less effective than players with full health.
