Tacopaste Rules V3.00 file

V4.00 will be the next release, no estimated dates for the release yet though. V3.00 should be a whole lot better than V2.00 because of the various new units added, changing the tactics used again and allowing the player to create new ones. Check the readme for detailed descriptions of them.
