Tiberian Sun Rising is a total conversion for Command & Conquer 3 Tiberium Wars! Tiberian Sun Rising brings back GDI and Nod battling it out during the Second Tiberium War, retelling Tiberian Sun as never before. This isn't just a remake of the hit title C&C Tiberian Sun. It is a mod making Tiberian Sun as it should have been originally so expecting lots of new fun and originality while sticking to the feel Tiberian Sun had. Taking the mindset that this is the first time Tiberian Sun is being made and using the original game as a design concept. This mod will also include the additions made in Firestorm so it is a remake of Tiberian Sun and Firestorm as one to what they should have been.New abilities and units will appear in Tiberian Sun Rising as well as new kind of gameplay altogether.

He's onto the right idea here :)
Including him in Nod's arsenal was actually inspired by that mission you use him to steal ion cannon codes. He'll have a number of cool uses you'll have to wait to find out more! :)

This is what I took from what you just said;
The chameleon will be able to temporarily take control of another player's super weapons. I'd suggest a 20 second timer so the attacking player has to fire the weapon within those 20 seconds to actually use the weapon, and the weapon has to reset its charge period whether it was fired or not after those 20 seconds. This may sound unbalanced, but it's actually good for the victim because it means the person using the spy can't just spam spies to keep the weapon under their control for the duration of the charge period.

Why not capture it with an Engi? It'd do the same thing pretty much and you could sell it. :D

Because capturing the structure with an engineer is actually harder when you take into account that the player has more forewarning to sell the superweapon, the engineer isn't very stealthy, and base defences won't fire on the super weapon the second it's hijacked like they would if another player just took complete control of it.

they re cool. imo they should be able to get into any structure and do stuff depending on what they structure is. i mean if its a construction structure (barracks, war factories, con yards) they should not be be to build anything for some time, if its a power plant it should have lowered power output for some time and f its a refinery or a tib silo it should get rid of all the tib contained in it. just an idea so that u dont use it only as an SW interceptor :P

I think he should carry a sniper rifle so that he can infiltrate GDI buildings and headshoot any enemy soldier right at their spawn point.

will you also balance some things like on example most of the turrets do not discover stealth units like on CNC 3?

on other words, more like TS? on CNC 3 matches, on units vs units isnt really hard had a shield tanks stealthed, but enter with a shield tank on enemy base was too hard, on TS if the enemy dont think on make any unit/structure to detect shealth units, was really easy to recon with shield tank without loose it on 2 secs xD

Maybe give him a sonic or EM pulse ability to disable vehicles or defense structures, or infantry units that got too close. A complete unarmed unit is... well, too unusual I suppose.

Description

Not much is known about this Brotherhood operative. Growing report's of Nod prisoner's being found dead before interrogation suggests this Nod Agent has an advanced personnel stealth suit which also appears to have a holographic mimic ability as well. Due to the highly adaptive nature of this "Chameleon" Spy new security measures need to be put in place to account for this.
