The Empire Tech Tree contains two primary tech lines: the offensive one that is based on naval units and ends with full-tech-up and super-weapon and the defensive one that is based on countering the other faction's offensive tech lines. Offensive Tech Line: Power Plant --> Refinery --> Naval Yard --> Battle Lab --> Super-weapon, Rail Turret. Offensive tech line allows you to use all the attack capabilities of the Empire Navy. Defensive Tech Line: Barracks --> CX Turret, Mech Factory Force Shield. Defensive Tech Line allows you to use early defensive capabilities of the Empire faction.
