The game will seem to be unbalanced from an initial look, but the mod will try to be realistic in the fact that a more advanced races ships will be more powerful than a less advanced. To balance that which I was asked many many times I will have the less advanced races field more ships than the more advanced giving the weak strength in numbers and the more advanced a tank. On average the Intarians the second weakest race technologically can field 3-5 cap ship compared to only 1 Videan cap ship. With defenses that will be a little more balanced as if they weren't even with strength of numbers the weaker races would easily be defeated, be out maneuvering of the more advanced. Technology will be longer and be more real world as I see it, there will also be new types of planets, which some of them were outlined in one of the news stories, read if you want more information.
