The Concert of Europe (1821) allows you to play since 1821 allowing for more complete Victoria 2 experience. It also massivly overhauls and balances nearly all aspects of the game, take into consideration both historical athencity and fun factor.

The newes iteration of the mod is called "Roar of Industry" due to industrial and economic rework; that tries to represent the spirit of the period of industrial revolution.

The mod is based on PDM which I know some people don't like but don't let it discourage you many things; machanics, etc. were changed, added and improved. CoE was developed for a long time by a lot of people on PDX forum, and I am still currently, and humbly, working on it from time to time.

It so happened that there is a mod of a similar name on ModDB, this mod is not afiliated with the other one in any form and the similarity of names is just a coincidence, for my defense I will also state clearly that to my knowledge our "The Concert of Europe" was first to be released (but on Paradox forum). I don't want to sound hostile, however, and the two mods may peacufelly coexist and maybe even, some day, merge into one, if fate allows us to :)

Mod Guide (as of 17.12.2020)

Guide to new and changed features of the mod; AKA "Now you need master degree in history, economics, programming and probably anthropology to play the game", lmao.

Ok, I will start from saying that pop promotions have been completly remodeled; they are faster but capped by literacy, literacy have been renamed (or rathen reskined) to development, development impacts many things like efficiency fo new units, prestige, demand, pop growth, and most importantly (as I said before) ratio of different pop types.

POPs have been divided into Extraction Workers > Lumpen > Seasonal Workers > Industrial Workers > Industrial Specialists, (all thosoe pops up to now gradualy promoto into eachother in this line) and (traditionaly) Bureaucrats, Teachers (clargymen), Officers, Soldiers, AND Bourgeoisie (you can notice that there is no divide between capitalists and aristocrats, it makes for a better balance, I also were lazy and reskined aristocrats to lumpen, lol). Extraction workers are work only on RGOS, seasonal workers and factory workers also can work on RGOs as well as in factories (to represent industrialisation of agriculture and mining, as well as for balance reasons), ah and there are also "lumpen" but they aren't realy that productive and are only and intermidiate point between extraction and seasonal workers (and a way to fix, or at least limit, "craftsmen assimilation exploit). Except for the lumpen each next stage of development increases it's productivity, however industrial specialists can't work in RGOs (RGOs are farms and mines BTW, if you don't know) only in factories.

As has been said development impacts everything, one of the important aspects is pop growth, however it does not gorw lineary, the pop growth modifier grows up to 30% development and starts to decline in linear manner up to 100% (but you still retain half of the bonus on 100% dev), representing demographic transition (google it if you don't know 'bout it).

Now how to grow development you may ask? "Of course investing in State Services" (reskined education budget) I answer! the profits goes to all pops (in unequal manner, which is my solution to ,so called, "liquidity problem, that vanilla and most mods have), to boost development you can also use various decisions (of which the most powerfull is collectivisation for communists, that allows you to rappidly industrialise at the cost of pop growth), social spendings, reforms (including land reforms that collectivisation is part of). Also the more development you have the slower it gets without further investments. Ah and don't drop state services budget to 0%, you will start to lose development at the rate of -4% per year, (or you can do that to drop dev and maintain sweetpoint of 30% to boost pop growth but you industrial score may collapse).

Factories, the cream de la cream of this update (right next to pop promotions and development) has been largely simplified to five goods: heavy industry, food industry, light industry, luxury industry and military industry, it mostly fixes (I hope at least, lol) vanilla problem of goods bottlenecks, resulting in economic crashes, and allows for easier calculation of profits and through this easier balancing. The base Heavy Industry production are coal and iron, for food industry, grain, for light industry it is heavy industry and so is for military industry, luxury industry needs consumer industry, in addition alll factories demand other goods to maintain production, it also is part of fix to goods bottlnecks, 'cos it seems like maintenance goods are at the bottom of demand order (so it is necessary to only focus on steady supply of iron, coal, and grain to balance things) and there is too many of those rare (or not so rare) resources to write it down (you would skip this part anyway, heh)

Migration has also been altered and balanced to (I hope) historicaly plausible levels, it is also more randomized , so USA won't steal most of immigrants; You can boost it by lowering taxes or more state investments, so that the most efficient way of creatign settler state is free market with trade protectionism on international level, free market, because of low taxes (I know mr Bourgeois that it doesn't make market free but that's how it is represented in the game), and protectionism because it leaves tarrifs as main source of income,, and it is exactly how US managed to be so successfull). All of this thanks to with countless hours of balancing pop_growth-emigration ratio). (But if you find some numbers unreasonable in late game, please inform me, I will adress it. And the same goes for dev speed.

Ideologies attraction has also been altered, but I may need more feedback on it, especialy when social-liberalism, socialism, and communism, come onto the stage.

There is a lot of underlying factors, that impact the game, and to fully understand them you may need some trial and error, or you can just read the files if you understands Paradox/Vicky2 code, but it may be complicated in some places because of it's interconnected maner.

There are probably more things I forgot about, (but it is rougly it) So let me know in the comments if you want to know about something in more detail (I may even , and probably should, update the article!).


Oh I remembered something; The first hew years may be rough for the budget but it should get better as you industrialise and economy adjusts. I will adress and rework unciv countries in later update since they haven't realy be tested out and changed that much, except now isolation policy reduces their impact on world economy by reducing both their productivity and consumption, so that no everything is produced in China; it isn't 20th/21st century, :P

So apparently the there is a bug in the mod that seem to stop pops from growing after some time; I have no idea what may cause that, and I am honestly...

After I go into bankruptcy as Greece, my welfare expenditure go into negative and if I rise the slider, they go up tp -900, which actually gives me +900 monthly income

I wasn't sure where to ask best, so if it's not exactly on topic here, I'm sorry. I haven't researched this new version of Concert of Europe in detail, but I presume this is a successor mod to the original Concert of Europe, from years back. If not, I hope you could point me into a right direction. Sorry for not dm'ing you, I've often had to wait too long for an answer on messages previously. If you'd still prefer to go to dm's instead of answering here, I would of course gladly agree.

For some time, I've been working on a mod of my own, based around alternate Napoleonic wars. Original version I made on that old COE basis, but since in most regards it was perhaps closer to a visualization of that alternate timeline rather than a working mod, I ultimately decided not to publish it. Keeping it private allowed me not to look for permission, I hope you don't mind that.

However, after discovering the Napoleon's legacy mod (original one), I eventually decided to use it as a new platform. I've been more successful with it and might perhaps publish it one of these days. The problem is, my work on it was quite hectic and irregular over the years, it's been some time since I began to move my mod over from old COE and I believe that by the point when I still didn't intend to publish it, I used some flags I liked from Concert of Europe. I didn't give it much thought at the time. And at this point I'm not even sure which ones i used, but I'm fairly certain they weren't vanilla. I remember one I haven't used yet but intend to - Iberian Union 4-stripe one. Maybe I used the united Scandinavia flag as well, but that's it as far as my memory goes. What's more, I think I might've used some event elements as well - I really can't say for sure.

The time comes when I ought to consider this issue, so I might as well do it now. Since I'd prefer not to spend an eternity trying to find which flags (much less code) I switched around, I'd be quite thankful to receive a permission to use those assets from the original creator, if at all possible. With full credit of course. Sorry for too much text, but I thought I'd better explain it all properly so you wouldn't think I ever intended to just steal from Concert of Europe. It's just that since I'm far from a professional modder and my progress was always so slow, I never expected to end up here in the first place. And when this thought entered my mind, I always thought I could do it sometime later. Can't delay forever, so here I am.

OK, ok, I don't always feel in position to represent CoE as a whole, because I has become sort of the last dev standing, but it is fine by my if you use those; and well I don't like when someone takes others modders work without asking, but all good that ends well, and it is good that you asked in the end, I usualy allow to share my stuff with others if they ask.

Thank you a lot! Much obliged. My project began as a purely writing one, so originally, i thought that mod starting in 1821 (Napoleon's death) was most fitting for an attempt to put it on a map, more or less. There are probably better mapping tools, but I just felt like it. Some home-grown file editing didn't really seem to me as "taking other's work". But one day I just found myself going as far as creating new loading screens and I guess at that moment I knew I wasn't likely to to keep it to myself anymore.

Just so you know - I tried to ask for Napoleon's Legacy's creator's permission as well, but wasn't able to contact them. Unfortunately it seems they are not really around that much anymore and creator of the NL remake told me that a credit could be enough. Oh well.

But I must say I'm glad to see you still working on COE - one of my favorite mods back in the day, I was disappointing when I saw it only receiving limited updates some years back. With Roar of Industry doing so well, I must congratulate you! This is a great mod. Thank you again!

Thanks for kind words! But (as I said in a few places here) I am not that interested in modding Vicky2 nowadays because I sort of got bored with it, but I sometimes do a fix here and there when I happen to look on the moddb page and have time to do so.

Is it normal for Prussia to be this bugged? I mean I got the crown event and tried to see how it goes.. it jumped me al the way to 160 infamy(I was bellow 40, wtf) and that's if I don't want to bring in Austria then it adds some 25 infamy. Decided to resign and start just before the even fired to go form the North german federation... and now I can't despite having ALL north german states as vassals/annexed. The only german country I don't have as a sphereling is Austria and all cores of the german empire are either part of Prussia(me) or are my vassals... That's to say nothing of the massive rebellions I got from time to time and it's the jacobin that try to rise up despite the fact I'm pushing reforms literally as fast as I can but it's slower than I'd want because for some reason reactionaries control the upper house despite being the smallest group in my voter base..

Ok, I thought I sorted out NGF bug but it apparently is still a thing; the crown thing is sort of supposed to be a very hard path so that players don't do it everytime; thanks for feedback on revolution, I noticed that there were not enough of them and probably went overboard.
I am not realy interested in working on the mod much, but I will try to adress those issues on dev version if I find some time.

Mainly for early years (1821-1836), but most of later flavour is from PDM and would probably need some revisions.
