and you couldn't have us download this just from moddb why? also I appreciate your lack of installation instructions with these :)
I spent two hours trying to upload it here and Moddb just wouldn't have it. None of the direct links to the file were accepted and of course the file itself was bigger than the 2.8 MB limit Moddb gave me.
As for instructions, just extract the 'Sourcemods' folder to your VALVE\Steam\steamapps\ folder or manually place the files in their corresponding folders (that's what I did and it doesn't take more than 20 seconds).

It's pretty obvious where to put it. If you don't even know where the sourcemods folder is than I have no idea how you actually play any Half-Life 2 mod.

I can't get it to work. I don't know why, but everything is put in right except when I start the mod, the screen has to turn black in order to load, but then I hear an error sound and it sends me back to the desktop. Can you help me?
The first map is quite big in both size and amount of entities. Now that this mod has to be run under a different (and inferior) version of the Source Engine, I wouldn't be surprised if random people started having crashes and errors.
On my PC, for example, part of the buildings at the other side of the road in that first map start dissapearing.
Awful, but there's no way to fix it other than remaking the whole thing from scratch.

If you didn't replace the old files in the mod with the new ones in the patch that could be it.
I don't know what am I doing wrong but the zip file I download is empty :S
At least one of the links in the text file should point to a download with a zip that works, if not all of them.
i deleted all the "the citizen" files in it and replaced it with the patch. But the tv guy doesnt do anything! >.< what is wrong?
Deleted what exactly?
The patch works by overwriting the files in the mod folder that have the same name as the ones in the patch folder. There is no deleting involved, just replacing.

Make sure that the path is <Steam\steamapps\sourcemods\The Citizen> and that the gameinfo.txt file is located in that folder.
Yup. Downloaded the game (Without patch) and... I was stuck. noone did anything. so then i look at the walkthrough and saw people saying stuff and realized that this patch had something with the vcd files. So now im an downloading it, and to pass the time, I am writing a random comment.
So here I am uploading the actual file to ModDB for you.
Did exactly what you said to install the patch. Once I get hit by the combine it says Loading with a white screen and nothing ever happens. What happend?
So I've downloaded the mod and the patch and I've extracted the file so it overwrites the existing files but when I leave the room the guy at the stairs still doesn't say anything. HELP!

Apparently not as it doesn't do anything. I downloaded this correctly, and still it says the vcds are missing.
There are myriads of people who cannot get this mod to work properly. Installing the patch does not help- the NPC's still don't talk to you.
Think we've all installed the patch in the right place- steam/steamapps/sourcemods/The Citizen- yet the same problem of silence persists.
What is the reason for this?
A lot of the environment has a purple and black screen. How can I fix it?
I'm having trouble as soon as the mod starts. I leave my apartment into the hallway but the guy at the stairs isn't talking to me, nor is anyone else. Is this a scripting error or something? Sorry if this sounds stupid, but I know almost nothing about constructing a mod. If theres a fix, could you tell me?

I tried both patches there are, and with both I got the same error without the bigscreen thing, instead I get "Can't find background image materials/console/startup_loading.vtf"
