I don't know if part or any clone programming can be erased, but that's all I could think of.
Programming or not, its hard to unlearn experience...
I think the easier thing to say is, he forgot his loyalty to the Empire or the Emperor. That's mostly the point of it, since the Clones were meant to remain loyal to Sidious.
