Space. Never made sense for a space station to be in-atmosphere.
That's right, but Bespin is gas-giant, so somehow spacestation could be in atmosphere. So I am for atmosphere.

I think atmosphere wins. You know I'm not even sure when it was changed to Bespin Space. I guess in some FoC update they changed it.
