This is a mod for Dawn of War: Soulstorm, which adds the Blood Angels Chapter as a fully playable race unique from the vanilla Space Marines and in keeping with the spirit of how the Blood Angels are in the table top game.

Actually no. The icon is called an "Army Badge". And SM Commanders often use these to keep visual track of who is under their particular command in war. So each SM Commander use their own individual icon on the people they have direct control over. It is normaly placed on the right leg greave, a bit under the kneecap level (since on the right kneecap you place the squad icon), on each SM model. Vehicles usualy have them towards the right somewhere as well.
This particular one is very simmilar to one that you could see on almost every Blood angels model back in 2nd edition rules of 40K, the "original" one is black and white instead though. You will see the icon every now and then on BA as well in 3rd-5th edition rules, but it seems like most people don't bother with putting army badges on their models anymore.
