Because steam has version 1.83 so why not use that? Everyone has it just doesn't use it because they don't know how.

Did you completely delete previous version of the mod?

I'll try to download it and install it again and tell you if it was a wrong install but i don't think :(.

Have you opted in for the 1.83 beta? If you haven't, you're still using the 1.82 build of Sins and this mod requires the 1.83 build. In order to fix the issue I've described, go to your steam library, right click Sins, go to the properties window, then the betas tab, and then select the 1.83 beta.
I've been having the same issue all day until I bothered to read the patchnotes and quit being dumb. Hope it helps.
