The Empire has too many super ships
1 super ship per faction should be the max
Some different super ships should appear especially the Mandator will not be buildable and will be initially available as a starting unit. The Eclipse, Sovereign, and Eclipse II can be build limit of 1. And you can't build them anymore after they were destroyed.
