So there are two Commanda Bacaras?
Not claiming to actually KNOW anything here, but I'd say that Bacara's armor maybe wasn't unique, despite him being the only one seen wearing it. Could be some kind of special equip for Marine squad leaders or a certain type of specialist, just like the stuff the RCs had (according to the game's multiplayer).
Indeed. In Legends and presumably in canon (though not confirmed yet as far as I know), Bacara wears phase II heavy ARC trooper armour, which isn't exclusive to him. The clones in this scene wearing the same armour as Bacara are other ARC troopers.
What caught my attention that I hadn't seen before now, however, is that clone with a paratrooper helmet in the background, taking cover behind that debris. Very interesting.

I would definitely say they are ARC troopers. Bette explanation as to why there are three to four of him present.

Bacara's helmet is actually a Phase II helmet modified with blizzard protection panels. As before being the Galactic Marines as an independent clone corp, they were the 21st Nova Corps, part of the 4th sector army and sported regular Phase II armor. So what you see is clones with Phase II armor and blizzard protection together with clones with the Galactic Marine synthmesh armor ("red snowtroopers").
